我国电子政务建设中存在的问题及对策研究 我国电子政务建设中存在的问题及对 策研究 摘 要 “电子政务”是最近十几年世界各国广泛关注并大力推行的时代课题，并已经成为世界各发达国家信息化建设的主要内容和深化行政改革的重要手段。我国的电子政务刚刚起步，人们对它的认识和理解还不够深入和全面。目前，我国理论界关于电子政务的概念、性质和特点还存在一些不同的认识，电子政务建设实践中还存在不少问题，需要深入研究解决。 本文立足于中国的实际情况，着重分析了我国电子政务建设中存在的问题，并提了解决这些问题的对策，以期为我国新时期电子政务的建设和发展提供一些咨询和参考。 本文首先从电子政务的定义入手，简要分析了电子政务与传统政务的区别以及我国发展电子政务的现实意义；而后在概述我国电子政务发展现状的基础上指出我国电子政务建设中存在的问题；最后，针对我国电子政务建设中存在的问题提出相应的对策。 关键词：电子政务；信息孤岛；数字鸿沟 Abstract E-government development is a new concept that has drown much attention throughout the world and has become all important part in most developed countries’ political reforms. China’s e-government development is just at its first stage. There are many different ideas about the e-government development in China and there are still some problems in China’s e-government development. This text is based on China’s practical conditions, analyses mainly the problems of China’s e-government construction, and then proposes some countermeasures. I hope this article can provide some consultation and reference for construction and development of the E-government in our country． This paper begins with the definition of e-government, gives a brief analysis of the differences between the e-government and traditional government, and expounds the practical significance of the development of e-government for our country. Then this article summarizes the actuality of China’s e-government construction, and based on this, it discusses the existing problems. At last, the paper presents some relevant countermeasures for the development of e-government in our country.
