历史文化街区保护和更新规划实践探索 　　摘要:历史文化街区赋存的大量弥足珍贵的历史文化遗迹是延续和发展城市历史和文化的骨骼,具有不可替代的价值和作用。如何在科学发展观的指导下,建立科学可行的保护体系,同时通过合理的产业置换和功能更新,实现历史文化街区的可持续发展,对城市历史文化的传承和城市风貌特色的形成具有重要意义。本文在研究国内外有关历史文化街区保护的理论和方法基础上,结合邵阳市历史文化街区现状特征分析,在控制性详细规划层面针对历史文化街区的保护和更新规划进行实践探索,并提出了历史文化街区保护和更新两大规划体系和相应的规划策略,以期为历史文化街区同类规划提供参考。 　　 　　关键词:历史文化街区;控制性详细规划;保护和更新规划;邵阳 　　 　　Abstract:The precious historical cultural relics, which are abounding in the historic and cultural streets, constitute the backbone of one city’s history culture continuation and development, whose value and function is indispensable. How to erect a feasible preservation system under the guidance of Scientific Development Concept and simultaneity achieve the sustainable development of the historical cultural blocks through rational industrial replacement and functional update is of great significance for the formation and succession of one city’s history culture and also its characteristics. Based on the theories and methods concerning the protection of historical cultural blocks home and abroadthis paper analyzing the status quo of Shaoyang’s historical cultural blocks deals with theprogrammingof the historical cultural blocks’ protection and renovation at the level of controlled detailed planning.
