RESEARCH ONFUNCTIONS RECONSTRUCTION OF SUB-DISTRICT OFFICES——AS AN EXAMPLE OF XIETU SUB-DISTRICT OFFICE,XUHUI DISTRICT, SHANGHAIABSTRACTSub-district office is one of the management level of the “three-level management in “two levels of government, three levels of management, four network system of social organization and management in Shanghai. As the agency of the district government, sub-district office undertakes the extension work of district government in the community, coordinates the dual control units and other functional departments, and guides the work of residential areas, bearing the essential nexus functions. However, sub-district office, almost the same age with New China, has exposure more and more difficulties departing current economic and social development, so the reconstruction functions of sub-street office has become a hot spot in todays society and the urgent need to address the major practical issue.
