AbstractWiththedevelopmentofChinasnewcountrysideconstruction,theinfrastructurefacilitiesconstructioninruralhasachievedprimaryeffects.Asanimportantpartoftheruralinfrastructure,ruralhighwayshaveattainedvigorousdevelopmentaswell.Theruralroadisthebasisofnationalroadnetwork,andit’sanimportantlinktoconnecttheurbanandruralareas.Thecountryroadisthemostimportantchanneltocontactwiththeoutsideworldforthevastcountrysideandtown.Itssmoothrunningisnotonlythebasisofproductionandlifeintherural,butthefoundationofthesocio-economicdevelopmentinruralareas.TovigorouslydeveloptheruralroadconstructionisofgreatsignificanceforpromotingChinaseconomicandsocialdevelopmentinruralareasandkeepingeconomicdevelopmentbalancebetweenurbanandrural.And,itisalsoofgreatimportanttoimprovethenationalroadnetworkstructure.ThispapertakesthecountryroadconstructioninJingzhouCityastheresearchobject,analyzesthepresentsituationofJingzhou’sruralroads,posestheexistingproblemsandproposessomesuggestionstopromotethecountrysidehighwaydevelopmentinJingzhou.Thispaperincludesfourparts.TheFirstistheexordium,discussingthebackgroundandsignificanceofthisstudy,summarizingtheresearchathomeandabroadontheruralhighways,andproposingthecontentsandmethods.ThesecondpartanalyzesthecountrysideroadinJingzhouCityfromfouraspects:basicsituation,roadconstruction,maintenanceandmanagement,andthefunds.Then,partIIIpresentstheproblemsexistingintheroaddevelopment.OnthebasisofthepartIIandIII,thefourthpartgivessomeadvicestoimprovetheruralroaddevelopment.ThisstudyshowsthatruralroadconstructioninJingzhouCityhasmadegreatachievementsince2000.Buttherearesomeproblems:poorquality,unreasonableroadstructure,lackoffunds,inadequatemaintenance,andunscientificroadadministrationandsoon.TopromotetheruralroadconstructioninJingzhouCity,thegovernmentsatalllevelsandrelevantdepartmentsshouldactivelyexplorethestrategiesintermsofthequalitycontrolling,roadstructure,fundraising,maintenanceandroadmanagementandsoon.Keywords:JingzhouCity,Ruralroad;Roadstructure;Fundraising;Manag
