摘要当今世界，新军事变革迅猛发展，中国特色军事变革以及新世纪新阶段我军历史使命对军事人才的能力素质提出了新的要求，尤其是创新能力。研究生学员是未来的指挥军官和军队建设的中坚力量，不仅应具备合格的思想政治素质、过硬的军事素质以及较高的科学文化知识，还应具有较强的创新能力。这对于深化军队改革、加快战斗力生成模式转变起到重要的推动作用，对于研究生学员个人成才也有着举足轻重的影响。军校研究生学员队是在机关和研究生院（大队）领导下，直接面对研究生学员，集教育、管理、服务于一体的基层单位，对研究生学员的培养与管理起着极其重要的作用。由于种种原因，不少学员队受缚于传统军队院校研究生管理模式，往往对学员队的“管理”和“培养”两大职责认识不够清晰、不够深入，对学员创新能力的培养的管理和引导有所忽视，在管理体制、平台建设及管理手段上存在重视不够、措施单一的现象。本文首先根据自身管理经验，结合国内外研究成果，学习借鉴创新和管理的相关理论，强调了学员队自身的“管理”和“培养”两大职能，提出学员队对于学员创新能力培养要从基本原则、培养体系、军营环境、管理方式四个方面进行改革和完善。其次从现状着手，通过问卷调查和统计分析现行学员队管理的方式，从队干部和学员两方面视角，探讨了军校研究生学员创新水平的现状，及学员队在培养研究生创新能力中管理上存在的问题，深入分析了队干部职能定位和自身素质要求、学员队管理机制及学员自身三方面对研究生创新能力培养的影响。再次，结合理论研究和现状分析，针对学员能力培养的阶段性特点和军校研究生学员培养的目标要求，分别从宏观原则（思想政治教育、创新体系、环境氛围建设和制度管理等）和具体措施上提出了应对军校研究生创新能力培养中学员队管理问题的一些合理化建议及对策。最后，以某院校研究生学员队创新能力培养实践为基础，结合作者多年在学员队工作的经验和体会，在前述对军队院校研究生学员创新能力培养和分析的基础上，对如何在学员队管理中加强研究生学员创新能力培养的方法和途径进行实例探讨。主题词：军校，研究生，创新能力培养，学员队，管理机制ABSTRACTNowadays,asthetransformationofnewmilitaryaffairsisproceedingfast,thehigherrequiresofthetransformationofnewmilitaryaffairsinChinaandhistoricalmissionsinthenewstagearepermitted,especiallytheinnovationability.Tobethemainforceofthecommandersandmilitarybuildersinthefuture,thegraduatecadetsneedregularpoliticalqualities,hardmilitaryabilitiesandstrengthenedscientificculturalknowledge,aswellasthehigherinnovationability,whichisprettyimportanttothereformationofthemilitary,thequickeningofproductionformsofthebattleeffectiveness,andthedevelopmentofthegraduatecadets.Undertheguidanceoftheofficeandthegraduatedepartment,thegraduatecorpsinthemilitaryuniversitiesarefacingdirectlytothegraduatecadets,filledwiththefunctionsofeducation,administrationandservice,andcrucialtothecultivationandsupervisionofthegraduatecadets.However,forsomereasons,acertainnumberofcorpsislimitedtotheoriginalmodelofthesupervisionofthegraduatecadets,ignoringthesupervisionandguidanceoftheinnovationability.Besides,thephenomenonsuchaslittleattentionstotheadministrationsystemandsinglenessofthemeasurementsstillexist.Inthisarticle,firstandforemost,basedonour
