In the same time, there were few human resources in science and technology, and the cooperation among governments, industries, universities and other research institutes was not enough, either. As a result, Chongqing has to form the social environment based on human beings, develop human resources in science and technology that plan urban and rural development as a whole. And the proportion and efficiency of the investment of RD expenditure must be raised further in order to strengthen the ability of independent innovation. More efforts also must be made in high and new industry so as to bring along other related industries. What’s more, the mechanism of cooperation among governments, industries, universities and other research institutes must be set up to plan urban and rural development as a whole.
