中文摘要本文对我国高等教育收费政策的演变进行了梳理，并在对家庭高等教育人力 资本理论和成本分担理论进行探讨的基础上，重点对影响农村贫困家庭高等教育 投资意愿的因素进行了研究，采用问卷及访谈的方式将山东省的学生家庭高等教 育投资意愿分小学及以下、初中、中专、高中或职高及大学专科以上四个层次进 行了对比，并对贫困家庭与非贫困家庭的高等教育投资意愿进行了对比研究。在分析影响农村贫困家庭高等教育投资意愿因素的基础上，运用经济学、心 理学的相关知识，在充分分析贫困家庭高等教育投资环境的基础上，对贫困家庭 高等教育投资意愿的现状及其盲目性进行分析。研究发现，在高校收费不断高涨， 高校毕业生就业率逐年下降的背景下，贫困家庭投资高等教育的热情有所挫伤， 但绝大部分家庭选择为子女投资高等教育,且具有明显的盲目性。贫困家庭投资 高等教育的热情更多地受家庭经济条件，子女学习成绩、升学意愿，家长自身观 念等因素的影响；而学费、就业及其子女性别对家庭投资高等教育的影响作用不 明显。现实中需要规避农村贫困家庭投资高等教育的盲目性，政府、学校及家庭三 者共同努力理性、科学地对待。首先政府应放慢高等教育收费步伐，完善高等教 育资助实施法律法规；并采取相应措施，保障高校毕业生就业率。其次、学校应 审时度势，优化专业设置和人才培养模式；建立健全就业指导机构，为毕业生提 供有力、针对性指导，增强毕业生的就业力。再次、贫困家庭应端正投资态度， 根据家庭情况量入为出；客观评判子女水平，理性选择投资方向。关键词：贫困家庭高等教育投资意愿AbstractThis essay reviews the evolution of the charge policy of Chinesehigher education. And on the base of discussing the human capital theory about family higher education, this study focuses on the factors of influencing higher education investment intentions of rural poor families. It takes the way of questionnaire and interviews, and divides the investment intentions of Shandong families into four levels（elementary school, junior high school,technical secondary school,senior high school and university） to compare. This paper makes a comparative study on the higher education investment intentions between poor families and wealthy families.On the base of analyzing the factors of influencing higher educationinvestment intentions of rural poor families, using economics and psychology knowledge, this study analyzes the current situation and blindness of higher education investment. This study finds that most of the families choose to invest higher education for their children and their investment intention has the obvious blindness. The factors of influencing investment enthusiasm are economic conditions, children’ study result, bound intend and parents’ own idea.In reality, the government, school and families need joint effortsto avoid the blindness of higher education investment with rational and scientific attitude.
