AbstractWith the reform of the economic and politica l system scine the reform and opening- up, non-profit organizations has played a key role in social management.The charitable organizations ,as the important type of non- profit organizations,do good to regulate the income distribution, narrow the gap betwe en rich and poor, build the civic culture and to carry forward justice. As the government holds public power, the charitable organizations are in a weak position in the dialogue with governmental organizations.The charitable organizations have appeared the problems: high degree of administration, low degree of credibility, insufficient motivation in donation. So, in order to ensure the function of the charity,it is inevitable to have a research in the border between government and charity.It can be said that the boder issue is a hot and practical topic.From the early stage ofPRC to now,the government has awaken new management consciousness,while the relationship between government and charitable organizations has undergone some changes and the boder between them is also in a dynamic change.How does the boder change?what causes the change?How to divide and maintain?Based on China’s national conditions and the relevant knowledge of the western countries, the above issues will be discusses one by one in this paper.First of all, the paper gives the relevant concepts and give a intrduction on some theories,including governance, resource-dependence theory, transaction cost theory and marginal utility theory; after that it introduces the conditon of the boder cha nge of government and the charitable organizations home and abroad; the paper analizes the factors which have effect to the border, based on the above,it puts forword the standards to divide the border between the government and the charitable orgnizations ;finally, the paper suggests maintainning the border from four aspects:laws, public opinion, self-discipline and public interest litigation system.Keyword:
