ABSTRACTAsataskofideologicalandpoliticaleducationandcadreeducation,theruralcadresideologicalandpoliticaleducationhasagreatsignificanceforitseffectivenessstudy.HuaibeiCityislocatedinthejunctionofAnhui,Jiangsu,HenanandShandongprovinces.Asamicrocosmofruralcadresideologicalandpoliticaleducationineasternregion,orevenincountrywiderange,theresearchofHuaibeiisrepresentative.IntheOctober2015,theCPCCentralCommitteeprintedanddistributedWorkingRegulationsofCadreEducationandTraining.Underthenewcircumstances,cadreeducationissetanevenhigherdemand.Onthebasisofreviewingliterature,doingquestionnaires,makinginterviewsanddiscussingempiricalanalysis,thispapermadeaspecialstudyontownshipcadre’ideologicalandpoliticaleducation.Firstly,intheintroductionpart,theauthorexplainedthesignificanceofthesubjectandbrieflyintroducedresearchstatusathomeandabroadaswellastheresearchmethodsinthisarticle.Inthesecondpart,theauthormainlydeterminedsomerelativeconceptionsaboutruralcadre’ideologicalandpoliticaleducation,andemphasizedtheimportantsignificanceofruralIIcadre’ideologicalandpoliticaleducationunderthenewsituation.Inthethirdpart,theauthormadearealisticstudyofruralcadreideologicalandpoliticaleducation’seffectivenessinHuaibei.Throughdoingtherealisticstudy,theauthorfounditsproblemsandthemainreasonfortheseproblems.Inthefourthpart,whichisthefocusofthispaper,theauthordiscussedhowtoenhancetheeffectivenessofruralcadre’sideologicalandpoliticaleducationunderthenewsituation.Throughdoingresearch,theauthorprovidedsomemethodsandcountermeasurestoenhancetownshipcadre’sideologicalandpoliticaleducationonthebasisofanalyzingthemainreasonfortheproblemofruralcadre’sideologicalandpoliticaleducation.Themethodsandcountermeasureswereprovidedbycombingwiththenewsituation,adaptingtothenewnormandaccordingtothenewrequirements.KeyWords：ruralcadre，ideologicalandpoliticaleducation，effectivenessIII目录摘要..............................................................................................................IABSTRACT...................
