水资源管理法律思考 　　摘要：水资源是我国非常紧缺的一种资源，目前水浪费和水污染日趋严重，本文指出目前我国流域水资源管理中存在的一些问题，从法律视角建议实现水资源统一管理，将水资源的开发、利用及污染防治都由国家水利机构行使，水利机构管理不再受制于地方政府。为健全和完善我国水资源管理体制提供参考意见。 　　关键词：水资源管理；可持续发展；水权 　　Abstract: water resources in our country is very much a resource shortage, the waste water and serious water pollution, this paper points out that at present our country of river basin water resources management problems, and from the legal perspective suggest realize unified management of water resources, water resources for the development, utilization and pollution prevention and control are made by the state agency
