AbstractProblem-basedlearning(PBL),asanewinstructionalmode,whichiswelcomedbythemajorityofeducationalexpertsandfront-lineteachers.Withthedevelopmentofmoderndistanceeducationofcountryelementaryandmiddleschools,howtocarryouttheproblem-basedlearninginthepatternthreeofmoderndistanceeducationofcountryelementaryandmiddleschoolsandhowtousetheinformation-basedinstructionalresourcesprovidedbypatternthreeforPBL,itisthetopicofcommonconcernbyteachersinprimaryandmiddleschoolsinruralareas.WewillconsidertocarryoutPBLinthepatternthreeofmoderndistanceeducationofcountryelementaryandmiddleschools,howtochooseandapplyinformation-basedinstructionalresourcesinthepatternthreeofmoderndistanceeducationofcountryelementaryandmiddleschools,tobeourresearch,becausethechoiceandapplicationofinformation-basedinstructionalresourcesistheimportantroleofdesignofinformation-basedinstruction.Firstofall,theresearchinterpretedtheinstructionpatternofproblem-basedlearning(PBL)thoroughly.Secondly,itexploredadvantagesofinstructionofthepatternthree,combiningwithtechnicalcharacteristicsofthepatternthreeofmoderndistanceeducationofcountryelementaryandmiddleschools.Furthermore,itbroughtforwardthegeneralprinciplesaboutchoiceandapplicationofinformation-basedinstructionalresources,onthebasisofdetailedanalysischaracteristicandeffectofinformation-basedinstructionalresourcesintheenvironmentofpatternthree.Finally,itaimedattwoaspectsaboutchoiceandapplicationofinformation-basedinstructionalresources,andadvancedthechoiceandapplicationofstrategyoninformation-basedinstructionalresourceswhichwascarriedoutinPBLwayinthepatternthreeofmoderndistanceeducationofcountryelementaryandmiddleschools.Accordingtotheforegoingtheoreticalresearch,authordesignedthecaseofPBLaboutchoiceandapplicationofinformation-basedinstructionalresourcestitled“protectenvironment”,togetherwiththeteachersofexperimentalschool.Then,wevalidatedthescientificandvalidityonhowtochooseandapplystrategyofinformation-basedinstructionalresourcesinthepatternthreeofmoderndistan
