AbstractWiththedevelopmentofmoderndemocracysystemandinformationsociety,westerncountriescarryoutthegovernmentinformationdisclosuresysteminordertoprotectcitizen’srightstoknowthefactsofacase,andsafeguardtheunder-tablerecklessbehaviorofrulingclassthroughlegalregulatedgovernmentinformationdisclosure.Thegovernmentinformationdisclosureplaysaninestimableroleinmaintainingthesocialorderstability,restrainingthecorruption,boostingtheeconomicdevelopment,andchangingstyleofworkingovernmentagencies.Thecontent,scope,timelinessofthegovernmentinformationdisclosureinChinahavebeenfarfromadequatetomeetthedemandsofitscitizen,becausethepracticeofinformationdisclosurewasnotsatisfyingandthesystemwasinitiatedquitelateinChina.Therefore,onthebasisoftheresearchesongovernmentinformationdisclosure,satisfactionassessment,androughsetathomeandabroad,thisdissertationfocusesonbasictheory,theoreticalbasis,theoreticalsystem,andsuggestionofcitizensatisfactionassessmentofgovernmentinformationdisclosureaimingatrapidlyincreasingneedsofhugecitizen’srighttoknow.Roughsettheoryisappliedtodescribeanddealwiththeweightofuncertaintyinthisresearch,whichexploresthetheoreticalperspectiveandlogicalmentalityofconstructionofpublicsatisfactionassessmentsystem,whicharehelpfulincompletingthegovernmentinformationdisclosuresystemanditspracticeinChina.Firstly,thisdissertationproposesthegovernmentinformationdisclosurepublicsatisfactionindexmodel（GIDPSI_IRS）basedonroughset.ItdescribestheconnotationandfactorsoftheGIDPSI_IRSmodelaccordingtotheformationmechanismofpublicsatisfaction;constructstheindexsystemoftheGIDPSI_IRSmodelbasedontheimprovedroughsetsconditionalinformationentropy;emphasizesitsdifferencesandrelationshipswithotherclassicalmodels.Secondly,thisdissertationbuildsanevaluationmethodologyofgovernmentinformationdisclosurebasedonimprovedroughset.Itpresentstheassessmentflowofthemethod,analyzesthesuitablewaytocollectandanalyzedata,theadvantagesandfeasibilityoftheapplicationofroughsettogovernmentinformationdisclosurepublicsatis
