优秀毕业论文 精品参考文献资料 摘 要 摘 要 军队基层管理能力的评估工作是军队评估活动中最具普遍性的评估活动，它 贯穿于人民军队的发展历史。随着信息化技术和数理技术在部队管理领域的广泛 应用，为部队管理能力评估提供了技术支撑，加强部队管理能力评估，对于提高 部队管理效益，提升部队战斗力，推进部队管理科学发展具有重要意义。 鉴于本文研究主题的限定，本文只是“军队基层”管理能力的评估。论文按 照是什么、怎么做、做的过程中遇到什么问题以及怎么解决问题的思路，以层层 递进的逻辑结构展开研究。第一、从分析军队基层管理等概念的基础上，界定军 队基层管理能力的概念，继而阐明军队基层管理能力评估的内容、方法原则以及 重要性和必要性，这是进行军队基层管理能力评估的基础。第二、介绍了军队基 层管理能力评估体系的构建流程，并对军队基层管理能力评估进行了指标分析建 立了军队基层管理能力评估指标体系，运用模糊层次综合评判法对该体系的指标 进行了评估研究。第三、讲述军队基层管理能力评估的具体步骤，形成了一套完 整的、系统的评估方法。第四、本文利用建立的指标体系，结合 Delphi7.0 数据 库语言和 Photoshop9.0 图形处理软件，首次编写出了初步的军队基层管理能力评 估软件，使繁琐的权重等值计算变得简单易行，便于操作。 军队基层管理能力评估，对部队的管理者更好地管理部队，实现管理目标提 供有效的方法手段、建议及意见，具有非常重要的意义。 关键词：军队基层，管理能力，评估方法，管理软件，设计研究 II II Abstract Abstract The basic unit army managed capacitys appraisal work is the army appraises in the activity most popular appraisal, it passes through in peoples armys historical development.
