Describe the impact of changing OQ requirements at a high level. Describe the BPXA DOT Operator Qualification Plan expectations of Contractors. Review this presentation and then complete the Acknowledgement Form at the end of the presentation and give it to your supervisor for routing to BPXA Why Do We Have an Operator Qualification Regulation? Many pipeline accidents or incidents nation-wide In some cases individuals were not adequately qualified Some consequences of these accidents included: Loss of product Harm to the environment Harm to equipment Reduced operational reliability Higher costs for transportation People getting hurt Death Who Regulates Operator Qualification? OQ Rule Timeline - Background Intent of the Rule Help ensure a qualified workforce Reduce the probability and consequence of incidents caused by human error. A few of the requirements of the rule are: Written qualification program. Ensure through evaluation that individuals performing covered tasks are qualified. Covered Task Performer General Responsibilities Some general responsibilities for individuals performing covered tasks are listed in the following slides. If you perform covered tasks on a DOT jurisdictional pipeline you must be qualified in accordance to the BPXA OQ Plan which generally includes: Successful completion of General Abnormal Operating Conditions training which is available on the Oil Industry Toolbox. Successful completion of an evaluation by an approved qualification provider. Your company chose a provider from a BPXA approved list of providers. Documentation of evaluation being properly filed in ISNetworld. You may perform covered tasks if you are not OQ qualified only if you are directed and observed by
