However, because of the differences of the decision problems, the complexities of available decision information and the diver- sities of the feasible decision-making methods,the appraisal result are short of stability and reliability which are the mainly that effected the decision- making . Consequently, studying the methods and measures to improve the stability and evaluation result closer to the real result has great academic value. At the same time , put these methods and measures in practical can reduce the situation of ambiguity and help the managers to make the decisions,so its practical application value is great too. It is a measure that considers the background of the decision-making problem. There are two parts in this paper is most important: fist, this pa- per presents the AHP method, entropy weight method and TOPSIS method also made some improves for this methods.And then researched a new bi- national determine weight method based on the subjective weight method and the objective weight method .At the same time ,some mathematical programming model relate to these methods .The experiment result show that the decision-making method proposed in this paper is effective and feasible.
