“官产学”创新网络与企业主导作用研究 （作者:___________单位: ___________邮编: ___________） 　　摘要:网络创新已成为技术创新的主要形式,创新网络也已成为企业进行技术创新的有效途径。 “官产学”创新网络由政府、企业、大学及科研院所三个主体组成,三个主体在技术创新活动中的作用是不同的。政府提供政策支持,科研院所提供智力保证,而企业在技术创新中起着主导作用。企业的主导是由企业的性质、企业和区域发展、技术创新的性质和市场经济的特点决定的。 　　关键词:官产学;创新网络;企业;主导作用 　　Abstract:Network innovation has become the main form of technological innovation, and the innovation network has also become the efficient way to carry out technological innovation.“Government - Corporate - University” innovation network is composed of Government, enterprises, universities and scientific research institutes, and the role of the three main factors in technological innovation activities is different. Government provides policy support,scientific research institute provides intellectual guarantee,and enterprise plays a leading role. Enterprise leading is determined by the nature of business, enterprise and regional development, the nature of technological innovation, and the characteristics of market economy. 　　Key words:Government-Corporate-University;innovation network;enterprise; leading role 　　 　　一、问题的提出 　　 　　企业是技术创新的主体,但是随着市场竞争的日趋激烈, 技术更新的速度越来越快, 作为技术创新主体的企业由于自身创新资源的有限, 难以适应这一趋势, 需要寻求其它创新资源的合作,创新网络由此应运而生。国内外学者从不同的角度对创新网络进行研究,如迟仁勇、陆立军等研究了中小型创新网络的形成机制;魏江、叶波、李纪珍等研究了区域创新网络的形成和演化等等;Cooke、Asheim Cooke、Asheim Isaksen对创新网络的类型进行研究。“官产学”创新网络作为一种新型的创新网络已成为现在研究的热点。“官产学”创新网络把企业作为创新网络的主导,通过政府、企业和大学及科研院所三者之间的互动合作关系推动企业和区域的技术创新[1] 。相关文献中,在理论发展的层面,对创新网络的成因、模式、运行和绩效等领域进行了较多的研究,但对技术创新网络中企业为什么在技术创新过程中起主导作用的探讨还比较少,本文以此为研究对象做了相关的研究。 　　 　　二、“官产学”区域创新网络结构及其各主体的基本定位 　　 　　(一)“官产学”区域创新网络结构 　　1.官产学创新网络的提出。按照Alaf Arndt和Rolf Sternberg的定义,创新网络被看作不同的创新参与者的协同群体[2]。“官产学”创新网络的创新参与者包括企业、政府和大学及科研院所。政府、企业、大学及科研院所通过组织结构性的安排、制度性的设计等机制, 通过信息互通、资源互享等合作方式,达到科技资源运用效率与效能[3]。 　　“官产学”创新网络包括政府、企业和学校及科研院所三个主体。 政府主要是通过立法、宏观政策、制定规划, 加大对基础研究、公益研究和高新技术前沿研究的投入, 引导和推动自主创新;学校及科研院所则承担国家重点科技攻关项目以及科技成果转化的应用研究、推广等;企业则进行生产,制造出新的产品,转化成规模产业,从而实现将知识、技术转变为生产力,促进产业进步。具体的说企业是系统的动力
