However, the reality is that Swiss people repeatedly reject the issue of join the EU by referendum.This paper attempts to demonstrate that the main reasons of Switzerland refused to join the EU are economic benefits and identification. From the aspect of identification, Swiss government and people cherish its unique state system, including neutrality system, federal system and direct democracy system. From the aspect of economic benefits, Switzerland has been proved that it is able to achieve economic success without the help of the EU. Moreover, signing a bilateral agreement with the EU can make up the economic losses of staying out of the EU. Therefore, Switzerland is unwilling to take therisks of joining the EU.From the perspective of economic interests and identification, this paper is trying to analyze the European policy of Switzerland from the end of the Second World War to the present. Then this paper concludes that the different European policies are based upon economic benefits and national identification.
