石化企业hse管理体系实践性分析-安全技术及工程专业论文.docx

摘要针对我国的石油化工行业的安全管理特点，以及现有安全管理模式存在的问题，研 究认为每个企业必须结合自己的管理模式、资源状况来整合和优化 HSE 管理体系，在实 践中寻求一套适宜方案。本文以新海石化 HSE 管理体系认证为契机，调查研究了其安全 环保管理的基本现状，从体系的策划、管理制度的制定以及体系运行三方面进行了深入 分析和诊断，并在分析诊断的基础上，提出组织机构调整，HSE 管理的绩效指标定量化 ， 持续改进等方法进行实施。针对安全系统的模糊性、预测性的特点，将系统工程中的韧 系统方法应用于安全管理模式体系的构建中，提出了将 HSE 管理体系分为六个结构模 块。本文创建了新海石化的 HSE 管理体系，制定出适合新海石化企业实际的 HSE 管理 体系标准，结合新海石化实际对创新体系中的六大要素的运行做出了具体的对策和实施 方案。并明确如何进行安全运行绩效指标、环境运行绩效指标体系的建立，促进 HSE 体 系的运行管理绩效考核，从而提高整个体系的有效性。通过建立数学模型，利用 SPSS 软件的相关和回归分析方法，进行 HSE 绩效的分析 。 通过定性及定量分析对比，得出 HSE 投入对企业绩效的影响程度，并提供了一个为新海 石化的创新体系进行绩效评估的思路和可供石油化工行业企业参考的 HSE 投入绩效分 析方法。关键词：HSE，安全管理，韧系统，绩效体系AbstractAccording the characteristics of safety and environment management of China petroleum and chemical industries, and the problems of existing safety management model. Put forward every enterprise must combine its own management model and resources to integrate and optimize the HSE management system to find a suitable program in practice.
