标准之争与标准战略——以通信产业技术标准为例摘要技术标准是国家科技部提出的人才、标准、专利三大专项任务之～。20世 纪80年代以来，国外学术界对于标准的研究已经相当深入，主要集中在标准的 经济学属性和效用、标准的形成与治理、标准联盟、标准竞争等一系列议题。本文将研究范围限定于通信产业技术标准。并借用了生命周期、国际分工等 理论框架，从微观和宏观两个层面，对通信技术标准进行深入研究。论文的主要 创新点体现在：(1)构建了通信技术标准的生命周期模型，在该模型下对标准的 生命力进行分析，从中总结出影响标准竞争的关键因素所在，我们将其概括为“产 业配套能力”。(2)借用国际分工理论对标准的金字塔分工模型进行分析。深入 地分析了比较优势理论过于“静态”的缺陷；并引入了“预期”等因素将其“动 态化”。(3)细化了分工体系中的技术要素，并对其研究、开发环节的表现形态 以及升级过程中的一些规律进行总结。(4)基于比较优势和竞争优势的综合，给 出了一个“新钻石模型”。在此框架下，对中国通信产业进行了实证分析，并给 出了策略建议。结论建立在一系列的文献综述、理论演绎和实证分析之上。其主要的观点是： 中国应当积极地参与到更高层次的标准之争；但是，基于现阶段国情的判断，中 国不应当急于作自主标准，而应当注重开发环节，选择从标准实现阶段切入。我 们所要的不是一个动听、但是遥不可及的胜利幻想，而是一个更现实的胜利。关键词：技术标准比较优势标准生命周期分工产业配套能力STANDARD WARS AND STANDARD STRATEGY INTELECOMMUNICAToNS INDUSTRYABSTRACTRecently，National Technological Ministry has advanced the three tasks oftalents，standardizations and patents，which shows the strategic importance of standard．Manyforeignresearcheshavebeendoneontheeconomicsofstandard， such as governance mechanisms， standard making，standard alliances and standard war,Thispaperfocuses ontechnicalstandards inTelecommunicationsIndustry，and makes a deep research on them．Some important concepts of life．cycle， intemational division of labor， and international economics are used here to provide an analytical framework．The following are main creative ideas：(1)Life—cycle model of technical standards in Tetecommuttications Industry． (2) International division model of telecommunications standards， and thedevelopment of comparative advantage theory．(3)Research on technicalfactor in detail．(4)A new analytical framework as an integration ofcomparative advantage and competitive advantage．Finally，the paper gives someimportant suggestions onChina 7S standard strategy．Activeparticipation inthe higherlevel of standard division system should be encouraged．However，we’d better start from the Development phase，not the Research phase．That is,we shouldfoCUS on the standard—implementing phase．KEY WORDS：Technical Standard，Comparative Advantage，Life．Cycle of Standard，In
