贵阳学院毕业论文PAGE PAGE 12 　　　　　　本科毕业论文题 目: 我国农民工社会保障制度问题研究 专 业： 民 商 法 姓 名： 准考证号： 考 点： 联系电话： 指导教师： 填写日期：2012年3 月 3 日摘 要农民工已经成为产业工人的重要组成部分，他们对城乡经济发展有重大影响的不应被忽视的社会群体，然而就是他们在进城务工的过程中屡遭歧视和不平等待遇，其合法权益受到严重侵害。从20世纪90年代以来就开始探索的农民工社会保障制度，历经十几年的努力，目前仍然处在相对混乱的多种制度模式并存、政策实施效果不理想、农民工社会保障权益明显受损的状态。造成这种局面的主要原因有两个方面：其一是农民工社会保障的政策缺陷，其中包括政策缺位、政策冲突以及政策取向偏离政策目标等；其二是农民工社会保障所涉及的各主体之间的利益冲突，特别是农民工社会保障制度建设与企业和地方政府的利益冲突，这是导致该制度建设陷入困境的更深层次原因。农民工是介于农民和市民之间的一个被日益边缘化的新弱势群体，存在着失业保障、医疗保障和劳动保障缺失等问题。本文对这些问题从不同方面进行了阐述，并就完善农民工社会保障制度问题提出相应的对策。关键词：农民工；社会保障；政策缺陷；原因；完善。 Abstract Migrant workers have become an important part of industrial workers, they have a significant impact on the development of rural economy should not be ignored social groups, however, is that they are migrant workers in the process of repeated discrimination and unequal treatment, their legitimate rights and interests are seriously infringed.
