三洲田水库水源保护区保护策略研究 　　摘要：水资源安全和良好的生态环境是三洲田水库及周边开发利用的根基和价值所在。面对三洲田水库脆弱的生态环境和严峻的综合治理形势，各级各部门应增强历史责任感，树立长期奋斗的理念。对三洲田水库及周边开发利用应以保障三洲田水库及沿湖居民饮水安全为重点，加快三洲田水库水污染综合治理，减轻三洲田水库已有的环境负荷，修复、保护好三洲田水库的生态环境与资源。立足于高标准开发，保护性利用，大力发展旅游产业，避免粗放型开发、过度开发和无序开发，使资源得以永续利用，实现可持续发展。 　　 　　关键词：三洲田水库 水源保护区 保护策略 　　 　　Abstract: Water safe and good ecological environment is the diameter of the reservoir and the surrounding gong foundation of exploitation and value. Keywords: gong diameter reservoir water source protection zone protection policy 　　 　　中图分类号：TV697 文献标识码：A文章编号： 　　 　　1.开发利用要与水污染治理和生态保护修复相结合 　　开发利用的首要任务是确保三洲田水库及沿湖居民饮水安全。各级各部门要充分认识三洲田水库水污染综合治理的紧迫性，以对人民群众身心健康负责的高度责任感，加大三洲田水库水污染治理力度，提高治理的科学化程度，确保三洲田水库水资源安全，保障三洲田水库及沿湖居民的饮水安全。 　　以发展旅游产业促进三洲田水库及周边产业结构调整和生产方式转变。以旅游产业发展带动生态农业、有机农业、观光农业和环保节能产业的蓬勃发展，全面推进三洲田水库周边生态新农村建设和生态乡镇建设。对三洲田水库及周边低洼农田普遍实行退耕还湖，恢复重建湿地资源，发展沿湖及流域湿地水生作物和耐水林木带，促进三洲田水库及周边生态保护与修复，营造良好的旅游景观环境，丰富旅游资源。 　　高标准开发、保护性利用自然生态资源。对三洲田水库及周边水面、土地、林木等自然资源实行资产化管理，高标准有偿开发。建立自然资源核算制度、规划制度、补偿制度。 　　2.开发利用要与规划完整性及规划衔接落实相结合 　　高标准做好三洲田水库综合治理和开发利用的长远及近期规划，并以地方立法的形式确保规划的实施。三洲田水库及周边土地利用规划、生态农业建设规划、环湖乡镇发展详规与三洲田水库及周边旅游发展规划等应相互衔接。 　　3.开发利用要与整合体制内资源和动员社会力量
