AbstractSinceChinaclearlyputforwardtodevotemajoreffortstodevelopstrategicemergingindustriesin2009,provincesandcitieshavemadeplansandtakentheinitiativetodevelopregionalstrategicemergingindustriesthatsuitsthemselves,accordingtotheirownconditions.Theconstructionofstrategicemergingindustrieshasbecomethefocusofanewroundofindustrialdevelopmentandalsotheinevitablechoicetodealwiththenewtrendofeconomicdevelopment.Atpresent,thestrategicemergingindustrieschosenbyprovincesandcitieshavebecomethebackboneoftheirlocaleconomy.Atthesametime,intermsofdevelopmentconcepts,18thCPCNationalCongresspresentthattheconstructionofecologicalcivilizationmustbeintegratedintoallaspectsandthewholeprocessofeconomicconstruction,politicalconstruction,culturalconstructionandsocialconstructionandframedintotheoveralllayoutofthesocialistmodernization.Thismeansthatdevelopmentofstrategicemergingindustriesatthisstageshouldnottakeeconomicdevelopmentlevelasthesoleevaluationstandard.Emphasizingoncoordinateddevelopmentofindustrialeconomicbenefits,socialbenefitsandecologicalbenefitswillbecomethenewtargetoftheindustrialdevelopmentinthenewage.Proposinganewevaluationstandardtoevaluatethedevelopmentlevelofstrategicemergingindustrieshasimportantpracticalsignificancetochangetheconceptofdevelopment,topromotetheindustrialdevelopmentlevel,toguidethesustainabledevelopmentoftheeconomy.Jiangxi,asaprovincewithbetterecologicalbasisandconditions,hasrelativelyadvantagesintheecologicalenvironment.InDecember2009,PoyangLakeecologicaleconomiczonewasofficiallypromotedasnationalstrategy,becomingthesecondnationalexperimentalstrategicdevelopmentzonethatislabeled“ecologicaleconomiczone”.Atpresent,theconstructionofEcologicalEconomicZoneofJiangxiprovinceisinacriticalperiodofoptimaldevelopment.TheproblemsthatneedtobesolvedforthenewageofJiangxi,ishowtotransformtheirecologicaladvantagesintoeconomicadvantagesandpromotethecoordinateddevelopmentofeconomicbenefitsandecologicalbenefitsthroughthestrategicemergingindustries,soastoseizetheopportunitya
