I I 摘 要 随着全球经济全球化进程的推进，国际间的知识和技术得到了快速的传播和 应用，加速了世界各国特别是发展中国家的技术进步，为发展中国家赶超发达国 家创造了条件和可能。国际贸易特别是进口贸易是国际技术溢出的主要渠道之 一，是一国或地区技术进步的重要源泉，这一结论已经得到国内外众多学者研究 结果的证实。中国已经超越日本，成为仅次于美国的全球第二大工业制造国。但 中国制造业大而不强，多数企业尚处于产业链中低附加值的低端。特别是当今面 临世界经济危机，我国的对外贸易受到了很大程度的影响。如何加快我国制造业 的技术进步，增强我国商品的国际竞争力，已经成为当务之急。 山东省是我国东部沿海一个经济大省，一直把发展开放型经济作为经济发展 战略的重要内容之一。山东省的制造业作为环渤海产业集群的重要组成部分，在 全国制造业中也占有及其重要的地位。自改革开放以来，山东省的对外贸易取得 了蓬勃发展，技术进步对经济增长的贡献度也逐步提高。为了实现提高山东省制 造业自主创新能力的目标，加快山东省技术进步和经济发展，充分发挥进口贸易 等渠道的技术溢出效应是非常必要的。 本文在对 CH 模型进行拓展的基础上，采用 2000-2008 年面板数据对山东省 不同制造行业的进口贸易对技术进步的影响进行实证分析，考察了山东省进口贸 易的技术溢出效应。结果表明山东省进口贸易的技术溢出总体上促进了全要素生 产率的提高，并且不同行业的进口对山东省技术进步的贡献度存在显著的差异。 [关键词]进口贸易；制造业；技术溢出；全要素生产率 II II Abstract Along with the promotion of the global economic integration, the international technology transformation is more and more active day by day. Offering a chance for developing countries catch up with developed countries. International trade, especially import trade is one of important channels for spillovers. And it is the most important factor which influences a country technical improvement. This conclusion has been verified by some scholars in the world. China has passed Japan, becoming the second biggest industry country in the world. But China is not an power country of manufacturing sector, and the products have low added value. How to improve technical progress of our country and improve international competitiveness of our products is the urgent task at present. Shandong province is one of the coastal provinces famous for its economics in the east of our country, and option for open economy all the time. Shandong manufacturing sector plays an important role in China. So this paper study on Shandong import trade spillovers effects, based on industry view, is very important.
