PAGE PAGE 3 Abstract The Chinese government has always attached great importance to agriculture and the issue of food security because of huge population pressure and scarcity of cultivated land resources. In order to relieve the contradiction between people and land effectively, government has begun to attach importance to science and technology in agriculture and ecological agriculture for the past few years.The agriculture which includes the concept of “high-yield, high-quality, efficient, ecological” had developed. In 2010, Hu Jintao, who first proposed the “build our industrial system of High-value Eco-agriculture” .From then on , academics starting to focus on research, the connotation and related concepts of the High-value Eco-agriculture have gradually clear, and also have a more clear idea of the establishment about technical system . On the basis of previous studies,paper defined the concept and meaning of the cultivated land intensive use firstly,through analyzing the connotation of “High-value Eco-agriculture” fully. Then,the paper took the 135 counties in Shandong Province as evaluation units,combined with the agricultural development fact of research area, consulted with relevant experts, to established an evaluation index system of cultivated land intensive use ,which based on high-value eco-agriculture strategy. Third, the paper collected a large amount of data in economic and social development, land use data, maps,and other relevant information.After statistical analysis, calculated the weight of each index by analytic hierarchy process method (AHP) and principal component analysis.And measured intensive land use level and spatial distribution by the integrated factor method in counties of Shandong Province.After that, the paper analyzed the dynamic characteristics in terms of intensive land use level and evaluation elements over the past decade, through selecting the data in 2000, 2006 and 2010 as cross-sectional data.
