摘要生态工业园是以工业生态学为理论基础，模仿自然生态系统，将工业系统转化为与自然生态类似的物质循环和能量流动系统。在生态工业园中，将各不同类型的工业企业链接形成一个相互依存、类似自然生态食物链过程的“工业生态链”，使得企业彼此之间通过废物交换、循环利用等手段到达污染物的“零排放”。本文对国内外生态工业园的实践情况进行了研究和总结，运用循环经济理论、可持续发展理论、工业生态学等理论，以赣州市经济技术开发区香港工业园区为例，在分析园区的自然、产业及环境现状的基础上，进行了较为完整的生态工业园建设的规划设计。在香港工业园区生态工业园区建设规划研究中，结合园区内铜、稀土产业发展现状及其存在的问题、现有产业链的情况及产业今后的发展趋势及方向，通过引进物质交换企业进行产业链补链的方式，构建产业结构向资源循环利用、节能减排的方向发展的生态产业链。并对现状布局较为分散的铜及稀土企业进行空间整合，进行集中布局。根据园区现有企业的分布情况及园区工业用的综合评价选择园区铜、稀土产业的最佳布置区域。同时结合国家环境保护的法规、制度，制定园区的空气环境、水环境、声环境保护规划和固废及能源利用规划。最后，从生态工业园区建设的管理体系、生态产业体系和技术保障体系三个方面构建了香港工业园区生态化建设的保障体系。关键词：生态工业园建设规划生态产业循环经济IAbstractTheeco-industrialparkisbasedonindustrialecologyasthetheoreticalbasis.Itmimicthenaturalecosystem,transformedtheindustrialsystemsintothesystemsimilarthematerialcirculationandenergyflowsysteminthenaturalecosystems.Intheeco-industrialpark,variousindustrialenterprisesorcompanieslinkedtoformaninterdependent,similartoprocessthenaturalecologicalfood“chainindustrialecologicalchain”,makeseachotherthroughtheexchangeofwaste,recyclingandothermeanstoreachthezero-emissionofpollutants.Inthispaper,researchandsummarythepracticeofdomesticandinternationaleco-industrialpark,usingthecycleeconomictheory,thetheoryofsustainabledevelopment,industrialecologytheoryandsoon,GanzhouEconomicandTechnologicalDevelopmentZoneIndustrialPark,forexample,onthebasisoftheanalysisoftheparksnatural,social,industrialandenvironmentalstatusquo,domorecompleteeco-industrialparkconstructionplanninganddesign,clearthecopperindustry,rareearthindustryfortheindustry-led,buildtheleadingindustriesofecologicalindustrychain.InHongKong,industrialparkseco-industrialparkconstructionplanningstudies,combinedwiththeparkcopper,rareearthindustrydevelopmentstatusandproblemsoftheexistingsituationandtheindustrychaindevelopmenttrendsandthefuturedirectionoftheindustrychainthroughtheexistingimprovement,theintroductionofeco-fillmaterialexchangeenterprisechain,etc.,tobuildtheindustrialstructuretoresourcesSectionrecycling,energyconservationinthedirectionofeco-industrialchai
