PPP模式中政府引导机制构建研究 　　[摘 要] 目前，PPP模式在我国基础设施和公共服务领域得到了广泛推广和应用，然而，实践中还存在着PPP项目落地率低、社会资本参与积极性不高、PPP模式在区域和行业发展不均衡及“伪PPP”现象等现实困境。破解上述困境的有效途径之一是政府积极引导社会资本、金融机构等相关主体规范地参与PPP项目，为此，需要构建政府引导机制，这不仅需要从政策引导和财政资金引导等方面着手，而且还应从金融机构的参与积极性及社会资本投资回报等方面来努力。实践中，政府引导机制的运行受到地方政府行为、经济社会发展水平、法制建设和社会资本自身素质等多因素影响，为了更好地发挥政府引导机制的积极作用，需要加快PPP立法进程、推进地方政府治理现代化和设计合理的PPP项目风险分担机制等。 　　[关键词] PPP模式；政府引导机制；构建 　　[中途分类号] D263 [文献标识码] A [文章编号] 1671-0037（2017）7-48-5 　　Research on the Construction of Government Guidance Mechanism in PPP Mode 　　Li Wenqi 　　（School of Business and Economics， Henan University of Technology， Zhengzhou Henan 450001） 　　Abstract： At present， PPP mode has been widely popularized and applied in Chinas infrastructure and public services. However， there are still some practical dilemmas in practice， such as low landing rate of PPP project， low participation in social capital， imbalance of PPP model development in the region and industry， and the existence of pseudo PPP. One of the effective ways to break the aforementioned dilemma is that the government actively guides social capital， financial institutions and other related entities to regularly participate in the PPP project， so it is necessary to construct the government guidance mechanism， which requires not only to start from the aspects of policy guidance and financial capital guidance， but also to make efforts from the aspects of participation motivation of financial institutions and the return of social capital investment and so on. In practice， the operation of the government guidance mechanism is affected by local government behavior， the level of economic and social development， legal system construction， social capital quality and other factors. In order to better play the positive role of the government guidance mechanism， we need to speed up the PPP legislative process， promote the modernization of local government management， and design reasonable PPP project risk sharing mechanism， etc. 　　Key words： PPP mode； govern
