摘要在国家行政管理体制中，县级政府是宏观和微观的结合部，是处于中观层次的一个极其重要的行政单元，它融宏观管理和微观管理、直接管理和间接管理、城市管理和乡村管理于一体。县级政府工作的好坏直接关系到国家政权的稳定和经济社会的协调发展。在我国地方政府改革中，推行县级政府行政体制改革，建立廉洁高效、运转协调、行为规范的县级行政管理体制，对于理顺省级以下的机构关系、权力关系以及财政关系，完善地方行政管理体制，提高县级政府行政效能，具有重要意义，对于深化农村改革、统筹城乡发展、促进社会全面进步也有积极作用。尤其在当今各国综合实力竞争日益激烈的大背景下，如何提高县级政府对经济社会的宏观调控和综合管理能力，如何推进县级行政体制突破旧有模式和进行创新转型，是一个需要我们不断研究和解决的课题。本文立足于县级政府实际情况，以重庆市铜梁县为具体例子，深入县级政府各部门调研，获取第一手资料和数据，在理论上借鉴“新公共管理”理论、公共治理理论和网络治理理论对县级行政体制改革进行指导，分析我国县级行政管理体制改革的现状；借鉴美国地方政府改革和日本地方政府自治的成功经验，同时选取我国三个具有代表性推行行政体制改革的具体案例，探讨其在行政管理体制改革中具体做法，采撷成功经验，最后提炼出我国县级行政体制改革的对策建议和保障体系。关键字：县级政府，行政管理体制，改革思路ABSTRACTCounty-levelgovernmentisthecombinationofmacroandmicromanagementintheadministrativesystemofChina.Asasignificantmiddleleveladministrativeunit,itintegratesmacroandmicromanagement,directandindirectmanagementandurbanandvillagemanagement.Theworkofcountygovernmentisdirectlylinkedtopoliticalstabilityandcoordinateddevelopmentofeconomyandscience.Duringthereformofourlocalgovernment,itisimportanttoimplementthecountygovernment’sadministrativereform,andtoestablishcleanandefficientcountyadministrativesystemcoordinatedoperationandregularbehaviorforrationalizingtherelationsoftheprovincialagencies,powerandfinanceontheonehand,andimprovingthelocaladministrativestructureandthecountyadministrativeefficiencyontheotherhand.Theaboveprogramsplayanactiveroleindeepeningtheruralreform,overallplanningofurbanandruralconstructionandpromotingall-roundsocialprogress.Especiallyunderthecircumstancesofincreasinglyfiercecompetitioninoverallstrengthamongdifferentcountries,howtoimprovethecountygovernmentsmacroandcomprehensivemanagementoneconomyandscienceandhowtopromotethecountyadministrationtobreaktheoldpatternsandundergotransformationandinnovation,isaproblemworthcontinuingtostudyandsolve.Basedonactualsituationofthecountygovernment,thispapertakesTongliang,Chongqingforspecificexampleandstudiesintensivelyallitsdepartmentstogainfirst-handinformationanddata.Thispapergivesadirectiontothecountyadministrationreformandanalysesthestatusquoofo
