摘要 洛阳理工学院毕业设计（论文） PAGE IV PAGE 3 住房公积金存在问题及解决方案 摘 要 住房公积金制度实际上是一种住房保障制度，是住房分配货币化的一种形式。单位为职工缴存的住房公积金是职工工资的组成部分，单位为职工缴存住房公积金是单位的义务，享受住房公积金政策是职工的合法权利。我国的住房公积金制度发展到今天,制度建设不断完善。为我国的住房分配方式由实物分配向货币分配转变,为住房消费提供融资渠道等方面作出了很大的贡献。随着归集规模的扩大，由于制度设置和其他方面的原因,我国住房公积金制度在公积金缴存、贷款和监督等方面还存在一些不足，住房公积金业务本身潜在的问题日益彰显。本文对住房公积金的制度进行了深入分析，并提出了相应的对策。希望住房公积金作为一种社会保障制度能够真正的发挥它的作用，解决中低收入者的住房问题。 关键词：住房公积金，住房制度，保障，监督 The Existing Problems and Solutions of Housing Accumulation Fund ABSTRACT System of housing accumulation fund is actually a kind of housing guarantee system, is the housing assignmentcurrency one kind of form.
