Access to the information and knowledge age, peoples livelihood and the value of education is increasingly being recognized. Education is one of the basic rights of citizens, civil society has created opportunities for equitable access to education for everyone. The level and quality of education, largely determine the state of human existence and well-being index, determines the chance and sustainable development, which has become the consensus of modern society. The so-called knowledge change fate educational achieve life, also reflects the value and significance of education to improve peoples livelihood. In modern society, education spending is not only an important part of government spending, and it is an important tool to improve the livelihood of people, which has strong public benefit, plays an irreplaceable role. Investment in education has become an issue concern of the current decision-making departments, but also an urgent need to study .However, China is still in the primary stage of socialism, has not low levels of productivity, efficiency, fiscal expenditure on education. How to control financial investment and maximize the use of educational resources,in order to meet the growing demand for education, this research has become urgent. Our capital expenditure of public education still exist following problems:the configuration is unreasonable,loss and waste investment capital ,relatively low efficiency of financial management and other issues, public expenditure on education in promoting stable economic development and growth, equitable income distribution, resource reasonable allocation and other aspects of the role did not play to the maximum.
