This work is licensed under the Creative Commons Attribution International License (CC BY). /licenses/by/4.0/ Abstract This paper identified relationship networks that are important to Japanese ventures’ learning for- eign ownership regulations in China. Case studies showed that relationship networks are indeed important to learning government policies such as foreign ownership regulations but constituents in the network tend to be discrepant for different companies. Among our three cases, two are connected with multiple important relationships for learning foreign ownership regulations, while the other has only a few important relationships. Nevertheless, all of the three have key re- lationships in their own networks, such as Japanese/Chinese headquarters, government and law consultants.
