第二屆資源工程研討會論文集 從永續觀點探討溫泉產業的土地開發及水權管理機制 －以北投行義路溫泉區為例 林昆樂1 摘要 台灣溫泉資源大部分位於山脈地區及兩側山地，目前溫泉的開發普遍缺乏管制，造成資源過度消耗與不法 開發業者之不當獲利，此現象尤以早期發展並且鄰近都市之北投行義路溫泉區最為嚴重；行義路溫泉區存在幾 個問題：土地產權混雜、溫泉開發缺乏管理、以及現有設施多屬保護區之違建，上述問題同時亦為台灣溫泉區 的普遍現象。職是之故，如何有效控管溫泉水權與維持溫泉產業的永續發展，成為當前的重要課題；本文將針 對行義路溫泉資源進行現況分析，並結合溫泉取供設施建置及生態博物館概念來探討促進溫泉產業朝向永續發 展之管理機制。 關鍵詞 ：溫泉、溫泉取供、生態博物館、永續發展 An Analysis of the Mechanism of Development Management of Hot Spring Industry within the Perspective of Sustainability ：A Case Study of Xing-Yi Road Hot Spring Kun-Le Lin1 、Yu-Sheng Chiang2 ABSTRACT Hot spring resources in Taiwan mostly lie in areas of mountain range and mountainsides. The development of hot spring was lacking of control that caused over consumption of resources and illegal profit. The phenomenon took place at Xing-Yi road hot spring district in Beitou which is close to urban area and developed in early years. There are several problems existing at this district, such as property intermixture, lacking of development control, and the violation in protected zone. The problems above are as common as other hot spring districts in Taiwan. Hence, the management of the water-right and the sustainable development of hot spring industry have become the top issues. This paper will analyze recent development of this district, and then suggest the mechanism which re-orients the hot spring industry toward the sustainable development through the application of the concept of Ecomuseum and setting of fetch supporting facility.
