7.产业安全效应 所谓产业安全，可以分为宏观和中观两个层次。宏观层次的产业安全，是指一国制度安排能够导致较合理的市场结构及市场行为，经济保持活力，在开放竞争中本国重要产业具有竞争力，多数产业能够生存并持续发展。中观层次上的产业安全，是指本国国民所控制的企业达到生存规模，具有持续发展的能力及较大的产业影响力，在开放竞争中具有一定优势 。 * 东道国工人的就业水平 Brings jobs that otherwise would not be created.
