中南民族大学硕士学位论文 中南民族大学硕士学位论文 摘要 本文从历史学的角度结合其它学科如城市地理学、发展经济学等学科的基本 原理，运用较详细的资料，对我国西部地区的地理范围、建国以来城市发展的历 史及现状、面临的问题做出了全面的分析，并在此基础上，结合西部地区的实际 情况和西部大开发的战略目标，探讨了西部地区城市发展的战略选择。本文共分 三部分。 第 1 章：简要评析城市、城市化的有关理论：阐释了城市的性质和内涵，城 市化的内涵，城市化与现代化及城市化与其相关理论的区别，以及城市可持续发 展这一概念。 第 2 章：首先从历史沿革和地理概念上的约定俗成的情况，有关省区经济发 展的实际水平，我国对外对内政策的协调和对外形象的前后一致等三方面对西部 地区的范围做出界定。回顾了 1949 年建国以来到改革开放初期我国西部城市发展 的历史，这一过程可分两个阶段：1、1978 年改革开放前的曲折发展时期：这一阶 段可分为 3 个阶段（1）“经济恢复”时期和“一五”时期（1949 年—1957 年）；（2） “大跃进”和经济调整时期（1958 年—1965 年）；（3）“文革时期”（1966 年—1976 年）；2、改革开放初期（1978 年以来）。并重点通过与东、中部城市化的比较，分 析了西部地区城市化不仅落后于东、中部城市的发展水平，而且还严重滞后于自 身经济发展的水平这一现状，指出造成这一问题的原因和影响以及西部城市化的 必要性和现实意义。 第 3 章：根据西部地区生态环境特点，经济发展水平，城市发展阶段以及西 部开发的战略目标，详细探讨了西部地区城市发展战略的构想与选择，指出今后 加快西部城市化应遵循城市化与经济发展相适应，以人为本，市场经济，数量扩 张与质量扩张兼顾以及分区指导等五原则。明确了我国西部城市发展的可持续发 展战略的必然性和可行性，以及指出加快大城市的发展是西部城市化的战略重点， 积极发展小城市（镇）是西部地区城市发展的战略切入点，加快区域性中心城市 的发展是西部城市化的关键，以及西部城市化发展的多元化推进和渐次推进战略。 关键词：城市发展史 中国西部 城市化 战略 I 城市化与西部大开发—— 城市化与西部大开发——建国以来我国西部城市发展历史与现状考察 ABSTRACT In this paper, the author analyses the geographical range of western area, the history and the current situation of urban development since the foundation of PRC: and the problems in the western development from the view of history, using the other subjects’ materials, such as urban geography and the economics of development etc. And on this basic, the author studies the strategic choice of the development of the western cites, in the way of thinking about the real situation of The Western Region and the strategic object of the western development.
