I I 中国金融监管协调运行研究 2003 级金融专业 李立 摘 要 本论文以中国传统的中庸文化和金融协调思想为基础，构建了金融监管协 调的理论框架，包括金融监管协调的必要性、协调的内容、协调的目标等。既 而运用金融监管协调的思想讨论了世界金融监管的产生和发展轨迹，重点分析 中国解放前和解放后的金融监管变迁，并对此做出评价，以找出其中的普遍规 律。文章在金融协调的目标导向下，审视中国金融监管的现状，并明确其中的 不协调因素及其深层次的原因，最后重点讨论如何用该思想来指导中国的金融 监管，包括金融监管目标的协调、金融监管主体的协调、金融监管机构与监管 对象的协调、金融监管的国际协调。 文章认为，金融监管体系的改进是金融市场变化的内在要求，是与金融监 管制度、金融机构、金融市场相互适应、相互协调的必然。所以，协调可以作 为衡量这一制度优劣的标准，也同时是这一制度改进的方向。文章还认为，在 中国的现实经济、社会和金融发展形势下，将金融协调思想引入中国的金融监 管，以解决实际问题将是中国金融监管发展的一条新路。在金融监管协调运行 的目标要求下，中国金融监管必须实现四个层面的协调：1、以发展和动态的 观念，引入功能性监管，实现监管目标的协调；2、完善“三会”和“监管联席会 议机制”，实现金融监管主体的协调；3、通过服务型监管和监管方式的创新实 现金融监管主客体的协调；4、通过监管标准国际化、监管手段网络化等方式 II II 实现金融监管的国际协调。在这一思路的引导下发展，中国的金融监管必将充 满和谐之美，更好地服务于中国的金融事业和经济发展。 【关键词】 协调 金融监管 金融创新 协调机制 PAGE PAGE IV Abstract Based on the traditional culture of harmony in China and the theory of finance harmony, the article structured the system of the theory of financial supervision harmony, include the necessity, the contents and the goals of harmony. The article analyzed the appearance and the development of the world financial supervision. It laid stress on the finance supervision in China before and after the liberation in order to excavate the universal laws of the financial supervision. By the direction of the goals of the finance harmony, the article analyzed the current situation of the financial supervision in China, in order to find out the factors that are not harmony, and the deep reason of this. At last, the article discussed that how to realize harmony, include the harmony of the regulation goals, the departments, the harmony between the subject and object of the financial supervision and the international coordination. This article points out that harmony reformation of the financial supervision is the adaptation to the changing of the finance market.
