Gao Xukuo Abstract With the development of economy and the acceleration of urbanization in China, water consumption increasing rapidly and producing a large number of sewage. So that aggravated the contradiction between supply and demand. Reclaimed water is an effective way to alleviate the city of shortage water. And it is able to gain considerable social benefits, environmental benefits and economic benefits. But funding shortage restricts reclaimed water project developed rapidly. Take diversified investment and financing road and widen the channel for urban reclaimed project’s investment and financing that is an urgent problem in the development and utilization of reclaimed water. The PPP financing mode realizes the interests of the parties in project that through the cooperation of government and private sector, at the same time share responsibilities and financing risk. The PPP financing model has been applied in infrastructure projects in many countries and regions. It has obtained good effect that relieves the government insufficient finances and makes up for the government management low efficiency. First of all, this paper introduces the concepts of urban reclaimed water, current situation and the significance of reclaimed water. And expounds basic concept and classification of PPP financing model, compared with other financing mode and pointed out that the characteristics and advantages of PPP financing model; and then studies the operation mode that introduces PPP financing model into urban reclaimed water project, which mainly introduces major participants in project, operating mode and process. As the private sector are very important to the PPP financing mode, build index and model of private sector selection index and model; PPP project risk distribution are key fact
