But for a long time，出a result of the lower level of economic development，and ∞upled with the atrocious natura1饥。logical environrnent， the ∞urse of city construction w槌 stagnant. The past d饵ade，because of the implementation of the Western development Strategy and the founding of national strategic base for energy and heavy chemical industry，the economy growth of Northem Shaanxi Region twnsωsp出d up，and the growth of urbanization rate keeps on a fast sp∞d either. The development of many small towns appeared on an abnormal situation in a short time. As the shortage of reasonable，moderate，and èffective me捕时e to control and guide the development，many towns were faced with the threat losing control of the growth，and lots of conflicts were intensified. So it is no doubt to set up the research of development intensity ∞ntrol pl部ming for small towns，and this is the exactly background the thesis based on.
