I I 摘 要 摘 要 在信息和网络技术高速发展的今天，电子政务系统以其丰富的信息资源和高 效的行政管理模式而受到普遍关注，其建设是当前和今后一个时期我国信息化工 作的重点。电子政务，即政府机构利用现代信息和通信技术，将管理和服务通过 网络技术进行集成，在互联网上实现政府机构和工作流程的优化重组，超越时空 与部门的限制，全方位地向社会提供优质、规范、透明、符合国际水准的管理和 服务。本文根据当今电子政务建设的现状和发展趋势，通过对武陵区具体区情进 行分析，对武陵区电子政务进行研讨，将电子政务建设与武陵区的业务工作进行 有机结合，进一步改善武陵区电子政务环境，改善政府为公众服务的质量，提高 行政效率，促进行为规范、运转协调、公正透明、廉洁高效政府建设，推动武陵 区经济又快又好的发展。 本文首先介绍建设武陵区电子政务系统的研究背景是“数字化武陵”一期工 程中的重要内容，并根据此背景说明此研究的主要目的及意义，比较分析国内外 开展电子政务的现状和各自发展的特点；其次，介绍了电子政务的相关知识和相 关技术，主要是解决电子政务含义、功能、类型、J2EE 技术的知识、MVC 设计思 想及相关技术；再次介绍武陵区的经济发展状况等基本背景和武陵区的特点，分 析目前武陵区电子政务建设的现状和信息化发展现状，探讨了武陵区电子政务建 设面临的主要问题，并从武陵区区情出发分析、提出武陵区电子政务的总体需求 和具体应用功能需求；最后，在需求分析的基础上，结合武陵区实际区情，制定 出武陵区电子政务建设的总体目标和建设原则及重点建设任务；采取合适的技术， 遵循恰当的技术路线，设计武陵区电子政务体系架构及业务模型。对本次项目的 重点任务门户网站、电子邮件、办公自动化系统进行了分析和设计，给出了各个 模块的系统架构、业务模型及功能设计，另外还给出了某些功能的基本原理、实 现以及运行效果。 【关键词】 电子政务 J2EE 门户网站 办公自动化系统 电子邮件系统 【论文类型】 工程设计 II II Abstract ABSTRACT With the rapid development of todays information and network technology, E-government system has been generally concerned because of its wealthy information resources and efficient administration mode and its construction is the focus of the current and future information work of my country for a period of time. E-government is that government agencies integrate management and services via web technology using modern information and communication technology so that optimize and reorganize government agencies and work flow via web technology, and so that provide high-quality, standardized, transparent, and international standards management and service all-round way to the community transcending time and space and constraints with the department.
