华 华 中 科 技 大 学 硕 士 学 位 论 文 I I 摘 要 工业文明背景下的城市规划，往往过度关注以美学为基础的物质空间形态，在 引导城市发展过程中，常常忽略自然资源的有限性以及生态环境的持续性，导致原 本注重社会公平的城市规划逐渐演变为精英阶层追逐利益的工具，倍受质疑。庆幸 的是，我国已经着手社会发展模式的转型，即从唯经济增长的工业文明社会发展模 式转向经济、社会、环境三位一体的生态文明社会发展模式。 2007 年 12 月，国务院批准了武汉城市圈和长沙、株洲、湘潭（简称长株潭）城 市群为全国资源节约型和环境友好型社会（简称“两型社会”），建设综合配套改革 试验区。本论文即以此为基础，试图探索两型社会建设背景下的城乡统筹规划策略 变革。 论文首先介绍了两型社会建设规划理论基础，包括可持续发展、城乡统筹、生 态城市、区域发展与城市圈、边缘区与边缘效益、快速交通城市、土地集约与复合 使用以及循环经济与产业发展等。 其次，通过城市规划的哲学思维方式，从“本体论”、“认识论”、“方法论”三 方面分析在工业文明时代观念下的城市规划哲学观，结合对“资源节约型、环境友 好型”社会内涵的研究，提出城市规划在哲学思维三个维度上（本体论、认识论、 方法论）的变革，为规划策略的转变奠定哲学思想基础。 通过前文的理论阐述及对城市规划哲学观变革的探讨，提出两型社会建设规划 的具体策略，包括城乡土地利用规划策略、城乡交通一体化发展规划策略、循环经 济与绿色产业发展规划策略、城市形态与绿色建造策略以及构建现代都市农业策略。 论文最后以孝感两型社会示范区建设总体规划为例，结合理论策略部分进行应 用研究。 关键词：两型社会 可持续发展 规划策略 孝感 II II Abstract The urban planning under the background of industrial civilization which paid much attention to the economic development is concerned about the physical space form based on aesthetics excessively. In the process of guiding urban evolution, it often overlook the limitation of natural resources and the sustainability of ecological environment, leading the urban planning which should put emphasis on social equity, gradually evolved into a tool as the pursuit of the interests for the elite. As a result, it has been questioned and criticized. At present, China has set out the transformation of the social development model, that is to shift the model of industrial civilization which only concerned the economic development to the trinity model based on the ecological civilization, that involving the economics, social and environmental. In December 2007, the State Council approved the Wuhan city circle and the Changsha, Zhuzhou, Xiangtan (hereinafter refers to CZT) City group as the national resource-saving and environment-friendly society (refers to two-oriented society), to construct the comprehensive and coordinated reformationary experimental area.
