国家电网公司企业信息化绩效评价体系研究 北京理工大学工商管理硕士(MBA)学位论文 摘要 信息化是经济与社会发展的重要驱动力,是衡量一个企业甚至一个国家整体实力 的重要标志。加快信息化建设,实现信息化与工业化融合发展,是中央企业提高核心 竞争力的重要途径。国家电网公司在“十一五”期间,坚持以信息化促进生产自动化、 管理现代化和决策科学化的发展思路,进入了高速发展的战略机遇期,完成了“SG186” 工程建设,建成了国内领先、国际先进的一体化企业集团级信息系统,实现了公司信 息化的跨越式发展,但是,信息化的实际应用效果与企业预期之间还存在着一定落差 与矛盾,需要不断审视和评价信息化的效用与价值,因此建立适合自身发展的信息绩 效评价体系就成为必然。本文通过对国家电网公司信息化发展现状的调研,分析国家 电网公司信息化绩效评价的特点,提出适合企业自身的基于COBIT标准的绩效评价模 型,并依此建立符合企业特点的绩效评价指标体系,首次从宏观的角度对国家电网公 司信息化绩效评价体系进行了研究和探索,运用 AHP-模糊综合评价方法对国家电网公 司信息化绩效进行评价,提出了大型企业信息化绩效评价的思路和方法,从而保证企 业信息化建设达到预期效益和目的。关键词:企业信息化 绩效评价体系 COBIT标准 国家电网公司 II 北京理工大学工商管理硕士(MBA)学位论文 Abstract Informationization is an important driving force of social and economic development and a major indicator to measure the overall strength of an enterprise and even a country. The acceleration of informationization construction and the realization of integrated development of informationization and industrialization are main approaches for central enterprises to improve their core competitiveness. During the Eleventh-Five Year Plan Period, thanks to the adherence to the development thoughts of using informationization to promote automatic production, modern management and scientific decision-making, State Grid Corporation of China SGCC stepped into the strategic opportunity period featuring rapid development and completed the construction of SG186 Project, built the domestically leading and internationally advanced integrated information system at enterprise group level and realized the leapfrog development of its informationizationHowever, there are some differences and contradictions between the practical results of informationization and the expectation of the enterprise, and this needs constant contemplation and appraisal of the effects and values of informationization.
