·药事管理· 促进医疗机构合理用药的对策 ＊ # 孟威宏 ，史国兵 ，赵庆春，张敬一（沈阳军区总医院，沈阳市 110840） 中图分类号 R95 文献标识码 C 文章编号 1001-0408（2011）05-0385-03 摘 要 目的：促进医疗机构合理用药。方法：分析导致医疗机构不合理用药的技术因素与非技术因素，提出促进合理用药的对 策。结果与结论：“新药辈出”、用药技能欠缺、药师的作用难以发挥、管理水平不高是导致不合理用药的技术因素，医师的“利益环 境”与“利益动机”是导致不合理用药的非技术因素。建议通过制度和信息化等手段整治和净化临床用药的“利益环境”；通过宣传 教育、正面引导以及信息化支持有效压制处方者“利益动机”；通过提高全员合理用药技能和实施多学科协作，强化药师的作用，从 而促进医务人员合理用药技术素质和水平的提高；通过加强医务人员职业道德教育以防范药物治疗差错或事故发生，从而促进医 疗机构合理用药。 关键词 医疗机构；合理用药；技术因素；非技术因素；对策 Countermeasures for the Improvement of Rational Drug Use in Medical Institutions MENG Wei-hong ，SHI Guo-bing ，ZHAO Qing-chun ，ZHANG Jing-yi （General Hospital of Shenyang Military Command ，Shenyang 110840，China ） ABSTRACT OBJECTIVE ：To promote rational drug use in medical institutions. METHODS ：The technological factors and non-technological factors of irrational drug use in medical institutions were analyzed to put forward countermeasure for the improve- ment of rational drug use. RESULTS CONCLUSIONS ：Technological factors are new drugs coming forth in large numbers ，defi- ciency of drug use skills ，difficulties in playing full role of pharmacists ，low level of management. Non-technological factors were doctors ’benifit environment and benefit motives. “Benefit environment”of clinical drug use should be regulated and purified by rule establishment and information means. Prescribers ’benefit motives should be effectively suppressed by propaganda and educa- tion ，positive guidance and information support. Professional skill of rational drug use should be improved and their roles should be promoted by knowledge and skill trainings and implementing “Technical Service Standard for Clinical Pharmacists”. Professional ethics education of medical staff should be strengthened in order to prevent drug treatment mistakes and medical accidents. So ratio- nal drug use could be improved.
