研发活动视角下我国农作物种业安全实证分析 　　摘 要 在国际种业拥有生物技术优势的环境下，从研发产出维度探讨种业产业安全问题尤为重要.从规模经营与研发投入、人力资本、科技创新等方面对我国农作物种业安全的现状进行分析，在此基础上选取湖南具有代表性的6家种企作为评价对象，利用MamlquistDEA全要素生产率指数法衡量近年来种业安全的状况，发现种业创新能力的滞后是影响种业安全的重要因素，据此提出了建立支持种业研发的稳定渠道、进一步放开科研人才流动政策、改革科研成果评价机制、健全种业发展的政策法规等对策建议. 　　关键词 种业安全；研发产出；实证分析；对策建议 　　中图分类号 F322 文献标识码 A 文章编号2016 　　The Empirical Analysis of Chinas Crop Seed Industry Security 　　in the Perspective of RD Activities 　　HUANG Yong1a，2， WANG Keming1b* 　　（1.a.Economic College， b.Horticulture and Landscape College， Hunan Agricultural University， Changsha 410128， China； 　　2.Hunan Seed Management Bureau， Changsha 410005， China） 　　Abstract Under the environment of biological technology advantage in the international seed industry， the study on the security of the seed industry from the dimension of RD output of seed industry security is particularly important now. This article analyzes current situation of crop seed industry safety in our country from the scale management and RD input， human capital， technological innovation. Based on selection of 6 Hunan homegrown enterprises with the representatives， security of the seed industry in recent years was evaluated by the MamlquistDEA total factor productivity index weights. The results show that delay of seed industry innovation ability is one of the important factors that affect the security of the seed industry.
