原文虽然多个and,不过至少证明前两部分是并列关系,不是独立主格——排除C。So dogged were her investigations of the garment industry, and so persistent her lobbying for wage and hour reform, that she was first recruited by Gov. 并且证明了单复数不一致仍然可以省略,时态不一致才不行。
至于and的省略问题,我觉得可以参考rhod前辈在35楼的分析,还是很有道理的

2. 逗号能否充当并列关系?
答案是能. OG37有类似用法: only if it is taught as a separate, required course.
这里的逗号并列连接的是两个形容词。能不能连接更复杂的成分,我没有具体研究(这点请大家指正)。但是出于对完美平行的热爱,我倾向于认为能。另外,巧合的是这里的倒装结构所强调的核心词正好是两个形容词,so dogged, so persistent.
