Many Commercial projects develop in these cities, but with inaccurate positioning，unreasonable planning and poor designing of part of the projects, urban transport and the urban environment become a mess，operators post-operation become difficult, the consumers needs cannot be met，so that the commercial buildings can not play the social and environmental benefits, economic benefits and win-win effect. In order to better solve such problems in the planning and design stage, the introduction of pre-architecture planning research in Commercial building design is very necessary. In this paper，project of Jin Yu Guan Lan Commercial Street in BaiYin is choosed as a study object，the conceptual schemes which are used to generate the design of the project and the comparative analysis is based on the environment of the project and the research of the similar projects in our country，on this basis，I also trying to explore a suitable method of Architecture Plan in small and medium-sized cities. This paper describes the background and purpose of the research，the significance of domestic and overseas research, methodology and framework of the research，the environment of the project and the similar projects in our country are researched and summarized at the same time. The conceptual schemes which are used to generate the design of the project and the comparative analysis is based on the analysis of external factors impact on project of Jin Yu Guan Lan Commercial Street in BaiY
