PAGE PAGE 20 杭州软件产业集群创新模式研究 摘要 产业集群有着的创新氛围、技术知识溢出效应和创新成本降低对于群内企业从事积极的创新活动等都是有利的，但同时也有着障碍因素，就像部分传统产业集群企业只会去模仿而创新能力却不足，让产品的技术含量以及附加值较低，部分高技术产业集群就像高杭州软件产业集群也需要持续创新、提升创新层次以及把创新水平提高的问题。本文研究的目的，一是深入分析产业集群创新规律，特别是产业集群创新模式和制约产业集群创新的问题，把产业集群创新系统理论更加完善，为推进产业集群创新进行理论指导：二是通过对分析杭州软件产业集群创新能力及存在的问题，由此探索产业集群提升创新能力的对策。本文研究的意义在于：力求完善产业集群创新理论，并分析杭州软件产业集群创新的优势和不足进行分析，提出增强产业集群创新能力的对策建议，具有实践指导意义。 产业集群能够通过信息的传播，促进集群内的竞争与合作，使集群产业及相关 产业和企业实现专业化，加速集群产业及企业的技术进步，推动集群产业的创新发 展，使集群取得更高的效率和更好的经济效益。 关键词：杭州；软件产业；产业集群；创新；模式 ABSTRACT The innovation of the industrial clusters with a atmosphere, technology or knowledge and innovation spillover effect decreased costs are conducive to the group enterprise engaged in positive innovation activities, but there are also obstacle factors, such as some traditional industry cluster enterprise to imitate ability is willing innovative ability is insufficient, the technology of products and low added value, some high technology industry cluster such as high-tech zone is also facing a continuous innovation, promoting innovation level and improve the level of innovation.
