城市化进程中农村宅基地置换问题研究 树达学院 2008级行政管理 李强 200821030109 摘 要 土地是非常稀缺的资源，目前我国的现代化进程造成了土地的供需之间尖锐的矛盾。如何在我国有限的土地资源供给条件下,既要保 障粮食安全,又要满足建设发展的要求 ，已经成为我国政府高度重 视的问题。2004年我国农村宅基地面积为0.152亿hｍ２，占建设用地的总面积的52.5% ,而同期全国农村人口减少了11%，农村人口的转移造成建设用地的闲置,农村土地浪费现象严重。十六届五中全会 提出，要统筹城乡发展，建立工业反哺农业、城市支持农村的机制， 特别是“十一五”是我国全面构建和谐社会、推进社会主义新农村建 设、加快社会主义现代化的关键时期。推进宅基地置换正是新农村建 设的重要组成部分。宅基地置换涉及到农村产业、农村居住状况、土地制度以及社会保障制度等的相关研究，从城乡统筹的角度，农村宅基地置换还涉及到城市与农村的统筹发展，政府、集体经济组织和农 户之间的协调发展。因此如何从系统的角度，完善宅基地流转，使用 制度、保护农户利益，并探讨宅基地置换的规范措施，研究意义重大。 关键词：宅基地置换 农户利益 土地制度 研究 Study on the Replacement of Rural residential of the Urbanization process Abstract Land is a very scare resources,our countrys modernization process in the land of sharp contradictions between supply and demand.How Chinas limited land resources supply conditions,it is necessary to ensure food security and also satisfy the requirements of buliding and development,has become Chinas government attaches great importance to the issue.In 2004,Chinas rural house hm2 area of 0.152 million,accounting for the building of the total area of land to 52.5% compared with the rural population decreased by 11 percent,the rural population caused the transfer of idle land for construction purposes,serious waste of rural land.By the Fifth Plenary Session of the 16th,to coordinate urban and rural development,the establisnment of industry-financed agriculture and cities support rural mechanisms,in particular the11th Five-Year Plan is Chinas comprehensive building of a harmonious society,and promote the building of new socialist countryside,speed up socialist modernization The crucial period.Promote new rural house replacement is an important component of the building .Replacement involves house to rural industries,rural living conditions land system and social security system related research,from the perspective of urban and rural,rural house replacement also involves the co-ordination of urban and rural development,the government,the collective economic organizations and t
