Abstract Along with development of productivity socialization and regional division and coordination of labor, regional economic cooperation and regional economic integration is being a cosmopolitan historical trend. For northeast provinces, extent of their regional economic integration is lower than Pearl River Delta’s and Yangtze River Delta’s. Because their planned economy system is backward and administrative separation is more serious. The researches on regional integration northeast provinces are very limited, so it is necessary to weight the regional integration extent of northeast provinces and analyze its reason. At last, effective measures to promote their regional economic integration are put forward. On the basis of analyzing literature of regional economic integration in and abroad, taking theory of Customs Union, Big Market, Development Poles and so on, as guidance, this paper uses border effect model to research the integration process of specific regions in a country. First, it analyzes development status of regional economy in northeast provinces, strategy proposed for regional integration and influencing factors of regional integration. Then, it modifies the border effect model according to applicability for regional economic integration in one country, establishes a model taking relative output, relative distance, relative price as variables, uses data and SPSS weighting the border effect of northeast provinces. The result is that regional integration of northeast provinces is lower than Pearl River Delta’s and Yangtze River Delta’s. At last, suggestions as establishing and perfecting system of modern enterprise, enhancing the enterprises informational construction and so on to perfecting environmental construction of regional economy, enhancing the regional industrial construction and strengthening the governmental function is promoted to speed up process of northeast provinces regional integration.
