PAGE 新疆油田第二采油厂QHSE管理体系研究 摘要：现代化的企业管理涉及了许多方面。日趋激烈的市场竞争和日益严格的法律法规都要求企业强化管理，运用系统、规范的管理方法，提高效率，降低成本，实现其持续改进，不断发展的目标。ISO9001、ISO14001、OHSAS18001标准是世界先进企业管理经验的总结，依据这些标准建立企业管理体系是企业管理与世界接轨，提高企业管理水平的一种体现 新疆第二采油厂作为中国石油集团下属企业积极响应集团命令和号召，于2010年颁布了《第二采油厂质量健康安全环境管理手册》，简称《QHSE管理手册》。QHSE管理体系实施以来，企业质量、环境、安全、健康管理水平取得了一定的成效:企业产品质量得到提高，为企业树立了良好的形象;员工工作环境得到改善，实现了企业的可持续发展;企业全面管理水平得到了提高;企业管理标准与法制体系建设得以完善。然而，在整个体系的实施过程中，还是不可避免的反映出了企业管理现状中所存在的一些问题，主要包括由于缺乏专业人才所造成的过分依靠集团先进经验、各业务部门横向沟通与合作不够紧密、持续改进力度不够强验以及文件编写能力不够强等。本文利用了案例研究和规范分析的研究方法，第一章讨论了研究背景、研究意义、研究基础理论、研究方法与论文结构;第二章阐明了QHSE管理体系的涵义，回顾了其产生和发展历程，主要的特点和实施原则;第三章则说明了新疆油田第二采油厂QHSE管理体系的实施过程和主要阶段;第四章则是对第二采油厂QHSE管理体系项目实施现实意义和经济效益的评价以及对于实施过程中出现问题的汇总。第五章提出了相应的解决建议，希望对准备实施QHSE管理体系的企业能够有所启示。 关键词：新疆第二采油厂； 安全管理； QHSE管理体系 QHSE management system research of the second oil Production Plant of XJ Oil field Abstract: The modern business enterprise management involved in many ways, The Gradually vigorous market competition and increasingly strict law lawless all request .The business enterprise to enhance the management，usage the management method of the system，norm，lift high-efficiency，decline low cost，carry out it keeps on the improvement，the target that develop continuously.TheISO9001；ISO14001 and the OHSAS18001 standard are advanced business enterprises in the world to manage the empirical summary，building up according to these standards the business enterprise management system is a business enterprise to manage to BE in line with world，a kind of body that raises the business enterprise to manage the level now The second oil Production Plant of XJ Oilfield of China Petroleum Group Subsidiary enterprises to actively respond to the Group of command and the call 2010，Promulgated the“ The Manual of quality and health and safety Environmental Management”，referred to as “The Manual of QHSE Management.” Since QHSE Management System had work， enterprise quality，environment, safety and health management has achieved This is some results : improving the qualit
