Purpose of Report 1.1 To seek a resolution from Members to enter into a joint working arrangement with Stoke-on-Trent City Council on the Waste Core Strategy Development Plan Document in accordance with Part 2 “Local Development”, Section 28 “Joint local development documents” of the “Planning and Compulsory Purchase Act 2004”. 1.2 To seek approval from members to the setting up of a stakeholder group to discuss the waste core strategy issues prior to major consultation stages. 1.32 To update Members on the next steps in preparing the Waste Core Strategy. 2. Summary Why joint working? Staffordshire County Council had originally proposed to produce a Staffordshire Waste Core Strategy Development Plan Document and a joint Staffordshire and Stoke-on-Trent Waste Site Allocation Development Plan Document. However for a number of planning reasons given recent advice from the Government Office for the West Midlands it now makes sense for Staffordshire County Council and Stoke-on-Trent City Council to work together on preparing one Waste Core Strategy for both administrative areas. It is proposed that Stoke-on-Trent City Council make a 23% financial contribution to agreed shared plan making costs (the percentage is based on the most recent mid year population estimates - 2006). It is therefore considered that it makes planning and financial sense for Staffordshire County Council and Stoke-on-Trent City Council to work together to prepare a joint Waste Core Strategy. Stakeholder group 2.4 It is proposed that a stakeholder group be set up to discuss waste core strategy issues and consultation arrangements. The group would include Councillor representatives on behalf of
