China-Zambia Renewable Energy Technology Transfer Cooperation TERMS OF REFERENCE Consultancy on Work Plan Design for South-South Cooperation Centre (Reference No. CZ321-1) Background China-Zambia Renewable Energy Technology Transfer Cooperation is a 4-year Technology Transfer project that aims to facilitate the development and transfer of Renewable Energy Technologies (RET) from China to Zambia along with training and capacity building, know-how and best practices. UNDP China and Zambia have developed approach so as to ensure that technology transfer directly addresses the development needs specific to Zambia. It will further be used as a launch pad for nurturing and building the capacity of knowledge networks to ensure a country-driven technology transfer, local renewable energy industry capacity, and private sector development. This project is one of the first examples of South-South Cooperation (SSC) between China and Africa and is facilitated by the UNDP. The project is part of a larger trilateral south-south cooperation project between 1) China-UNDP-Ghana and 2) China-UNDP-Zambia. The project is funded by the Danish Government. In China, the project will support the review and updating of South-South Cooperation policies and guidelines and contribute to solid capacity building, enabling China to engage more systematically in SSC. This project approach has the potential to serve as a model for UNDP and bilateral partners in carrying out future SSC activities in the global South. Objective of the Assignment A SSC Centre will be set up in China within the Ministry of Science and Technology supported. Its mission is to increase China’s capacity to implement SSC projects in relation to RET transfer. China will set up a steering committee and develop a work plan for the Centre.
