政府信息资源公众服务需求分析与实现路径研究--毕业论文 摘要 面向公众的政府信息资源服务是政府公共服务中的一部分。 对公众的政府信 息服务需求进行分析, 是政府信息服务的首要环节, 也是政府信息资源服务主体 有效开展信息服务的前提和基础。 只有准确掌握公众信息需求, 才能有针对性地 提供政府信息资源服务。 因此, 分析公众的政府信息服务需求并据此提出完善政 府信息资源服务的路径, 对政府信息资源服务工作的顺利进行具有十分重要的理 论和现实意义。 文章从用户识别、 需求特点、 影响公众信息需 求的因素、 需求规律以及需求 类型五个方面来对公众的政府信息资源服务需求进行分析。 职业、 获取信息的能 力、 地理区域、 信息需求表达情况以及服务对象的特殊性等五个角度是区分不同 用户类别的主要标准;公众对政府信息服务产生需求时所表达出的阶段性规律、 表达律、 制 约律、 穆尔斯定律、 马太效应和罗宾汉效应等一系列规律; 影响公众 信息需求的因素包括社会环境因素和公众个人因素; 而阻碍公众信息需求得以满 足的方面则表现为政府信息资源服务主体界定模糊、 服务对象的需求没有被及时 察觉、服务内容不明确及服务方式不协调等。 在对政府信息服务需求分析的基础上, 本文从服务主体、 服务对象、 服务内 容和服务方式四个方面阐述实现政府信息资源公众服务的路径。 将服务主体定位 为政府部门、 档案馆、 公共图书馆和商业机构 四部分, 并分别就各自的服务角色 和服务范围进行界定; 服务对象即服务客体, 通过问卷调查和实地调研等 多种方 式了解公众信息需求, 尤其是加强对信息弱势群体的关注和帮助; 服务内容, 则 从信息资源采集和整合、 信息加工、 信息系统优化和信息制度创新等方面保障政 府信息服务工作顺利开展; 服务模式, 主要是采用政府网站、 报纸、 广播、 电视 及云计算等多种服务媒介并进行信息增值服务, 提高信息价值, 满足更多公众的 具体信息需求。 通过对实现政府信息服务路径的相关建议, 以期对政府信息服务 工作的完善有所裨益。 关键 词: 政府信息服务;公众;需求分析;弱 势群体;信息增值服务IAbstract The government information resources service to the public is part of public service of the government.
